Exactly, precisely dead on target. Ever see a basketball or football game where the officials get foul-crazed and won't let the players play? A really bad poster can wreck a forum, but so can a rule-obsessed bunch of moderators - people will just go elsewhere.

Most of the time, if an infraction or warning is issued, more than one complaint has already been received by the moderating team. None of us have time to read every post on the board, and we don't go around trying to look for rulebreakers. We like participating in the discussions, just like everyone else, and an ideal day means no complaints and nothing we have to take time out to deal with.
The rules were set by the administration to make this a safe and stimulating debate invironment. When members insult other members directly, it creates anger and resentment, and starts fights and distracts from debates. This is a debate forum, not a schoolyard bully playhouse.

BTW I live in Japan.
I know the warnings probably look random but they aren't. People have to get a few complaints or be on the line a few times before they get an infraction. Warning isn't an infraction as I understand it. And an in-thread warning isn't a real warning.
