That line was a stupid thing to say, but it's also a bit out of context without the rest of the speech. I am not defending the line, just saying.
Here's more from the same speech.
Now, some have argued that the surge in Iraq is working. But, Mr. President, all you have to do is look at the facts to know that that is not the case. The President went to Anbar Province, which at the moment he is touting as a place of success, but we all know what's happening in Iraq. Many other provinces are in terrible shape. In Iraq you get the certain sense that when you push on one end of the balloon and make things a little better, something pops out at another end.
And another bit.
And the fallacy of the President's new policy is just amazing. Are we placing our faith in the future of Iraq in the hands of some tribal leaders who at the moment dislike al Qaeda more than they dislike us? Make no mistake about it. They're no friends of Americans.

I thought that Iraq was intended to be a democracy, not run by a bunch of warlords. I will certainly say that they are doing some good, but do we want a bunch of lawless people running the country and killing everyone that happens to be their own enemy?

I think it's clear that the Sunni warlords are seeing a potential, very bad future for their sect. If Iraq's majority links up with Iran, we're talking potential for ethnic cleansing, so any allegiance to AQ has been lowered in priority.
At the same time, the US has been actively cultivating and trying to channel the Sunni's change of heart. This program has been going on long before the surge.

So what's the point here? Anyone who sees this fiasco in Iraq objectively can see that suits in both parties voted for the war in droves, because it was politically viable. Based on current events, it looks as though both parties continue to be equally desperate- as the hacks on the right overstate progress and hacks on the left understate progress.

Partisanship creates poison and spreads it to others so the partisan can feel right about their own point of view.
