Scores lower in charter schools

I don't know too much about this topic, but it seems like every other day in my local newspaper there is a group of parents wanting to open a charter school. My opinion: maybe the parents jump too fast at starting a charter school without being 100% prepared. They want the school, and then the learning comes second?
