According to Anas ibn Malik, when God's Messenger said, 'Help your brother, irrespective of whether he is the
oppressor or the oppressed,' a man said, 'O Messenger of God, I can help the
oppressed, but how can I help the oppressor?' The Prophet replied, 'Stop him from committing an act of oppression. That in itself is a form of help.'

I was walking down the street yesterday and tripped over some guy laying on the sidewalk. His favorite color was purple.
Isn't that weird?

Seems pretty clear to me; an observation drawing parallels between ancient Rome and modern America. Though in my opinion Bush would fit the role of Caligula quite well...
The Roman Emperor Caligula despised his senators so very much that he named his own horse a senator.
American senators despised the world so much that they crowned a jackass emperor.
