Default Early Elections?

Hello all,

I would appreciate any help with answering these questions, I am writing a book and need to find out the answers to these questions, and have not been able to find an answers myself.

1) Is it possible to have early elections in New York State? I.e. if the mayor of a village retires in middle of the term, can early elections theoretically be called? If yes, can they take place in middle of spring?

2) In New York State, what it the maximum amount an individual can donate to someone running for mayor of a village?

To find out the first question look at the NY state board of elections home page reference (2-116 through 2-112.) The second answer is $4,950 per contributor, per election cycle
