I may have mentioned this before, I will say it again. Do what Reagan wanted to do during his first term, get rid of the US department of education. Put "Public Education" in the hands of the states and the parents.

You pay coaches, pay tutors.
-You can't 'legally' be alone with students anymore in many schools. At least in my school district.
Have a school pep rally or something similar and introduce your honor rolls students.
-I would have died of humiliation. I was content with my name in the newspaper.
Actually reward people for their grades. Some people with good grades get overlooked because someone that did almost as well also had extracurriculars.
-Like with cash? We got extra lunchtime privileges and the ability to choose our schedule first.

It does not have to be one on one tutors. It could be a classroom setting with one or two teachers on hand to help students who wish to participate in a broad range of subjects. You would not be there to have a lesson plan, but to help the students with what they come to help with.

"I would have died of humiliation because I made the honor roll?" Makes no sense to me whatsoever. It should be a goal and you should be proud of it when you reach it.

You aren't allowed near students period after school without prior parental approval that specifically states the exact date and time you would be with the student. Teachers are also not allowed to host any extra curricular activity they also have not been designated to run by the district. That includes anything done before or after school.
I would have died of humiliation having to one, attend a pep rally, and, two, having to walk through it for something like that. Of course after I bitched and moaned about being required to sit through it. My reward was to not have classes with the people that slowed class down. That was good enough for me.
