Of course there should be jobs solely for multilingual people - jobs which require you to speak more than one language. There are all sorts of jobs all over the world in non-English speaking countries which require at least some English; English being the most commonly used language in business transactions and the main lingua franca of the tourism industry (estimated to employ 10-20% of the entire world's population). If demographics mean you need Spanish for your job - then you need Spanish.
I agree with you that the US school system should be doing more to teach you languages other than English, though.
