Yup. Once civilization colapses, there will be a Malthusian implosion. Loot all the supplies you want, eventually those who are less prepared will try to kill you and take what you have. The only survivors will be those who band together and show no qualms about using violence to secure resources. An authortarian government would need to be formed and slowly procure more and more territory and resources, at the same time 'removing' those who do not belong to our enclave.
