The problem with (most) affirmative action programs.
One problem I see with many affirmative action programs is that the law, regulation, or policy rarely has any metric or test to see if it achieving it's aim. Now this is different than whether it is being excuted properly. For example, the reason for implementing an affirmative action program at a state university may be to help make sure an under-represented segment of the population is being educated at levels comparable to other segments of the population. The code may call for admission equal to the minority's fraction in the general population. There is often language for making sure the quotas are being met, but there is rarely any metric so determine whether the overall goal of the program is being met: are we improving the overall education level of the targeted population?
Without metrics like that, how can we ever know if these policies are working? How do we know when they should end? (You should at least define a desired endpoint somehow).
