Dam sorry to hear. So what would you propose to do then for kids like that?

Hold them back until they pass and start them in a work program as soon as possible. Also, hold the parents responsible for their little devil spawn. The only time I met with family was when his 15 year old sister came in to 'represent' the parents.

It's better than what we do now, pass them through and either put them in jail or pay for them and their kids.
