But they weren't.
Had Admiral Nagumo taken the overwhelming advantage he had created for the Japanese Navy and hunted them down, it would have worked. With the destruction of the British Navy the Japanese Navy would have had the run of the Pacific for at least another year, probably more.
The official Japanese strategy was to defeat the enemy in a single decisive battle (see Russo-Japanese War). Despite receiving confirmed reports that no American carriers had been hit, much less sunk, Nagumo thought he had accomplished this, and was concerned about being so far away from supply, so turned around and headed home. Yamamoto wanted to stay and go after the carriers, but, at the time, Nagumo was his superior so could not.
