Last time I checked, Laos was letting it's nation be used as a highway for North Vietnams war materials. That makes them a target.

Would it make any difference if the cluster bombs were dropped from 15,000 feet? No, they're set to go off at a certain altitude for optimum dispersal.

During the Second IndoChinese War Laos (the Royalists) were powerless to stop the traffic down the Ho Chi Minh trails by the NVA who were a much stronger force.. At that time Laos was ruled by a Monachy who was anti communist and neutral..The Pathet Lao aided the NVA while the Government forces tried to stop them moving materials through Laos..

The USA had no business being in IndoChina..The spread of Communism was ineviatable in IndoChina..In Laos the Pathet Lao used the mass bombings of Laos as propaganda against the US,,and it worked..Communism spread quite quickly through Laos amoung the people..

America's objective was never met..Vietnam along with Laos and Cambodia became Communist..Cambodia reverted back to a Monachy in 1992..The deaths of 58,000 Americans plus millions of Vietnamese, Lao and Khmer could have been averted if the US would have kept their noses out of it..
