Raising taxes is never the answer. If we still have a deficit after cutting one program, then keep on cutting.
Since a certain amount of taxes is practical, after the budget is balanced then taxes and programs can be cut at the same time. Sometimes taxes need to be risen.

Taxes never need to be risen. Government merely needs to force itself to be more efficient (or efficient at all).
If the bulk of the public were really convinced of the illegitimacy of the State, if it were convinced that the State is nothing more nor less than a bandit gang writ large, then the State would soon collapse to take on no more status or breadth of existence than another Mafia gang.
