Any other drains in your house not draining? That might indicate your outside line is clogged due to roots.
If a plunger isn't doing the job, the problem is probably deeper in the drain pipe. You can run a garden hose down the exhaust pipe, but you have to get on the roof to do this and you need a special hose attachment that you can get at Lowes or Home Depot. Or, if you have a basement, there might be a clean-out opening down there and you can use a drain snake.
